🌍 Preamble to the Constitution of United Earth

We, the People of Earth,
In recognition of our shared humanity and common destiny,
United by the fragile beauty of our planet and the boundless potential of our minds,
Hereby establish a sovereign, peaceful, and democratic Union—
Dedicated to justice without tyranny, prosperity without exploitation,
And science without borders.

We commit to abolishing war, eradicating poverty, and protecting life in all its forms.
We pledge to safeguard freedom of thought, truth in governance,
And dignity in leadership.
With one voice, many cultures, and boundless curiosity,
We set forth these principles—not as rulers, but as caretakers—
Not for power, but for peace.


🏛️ Article I – Rights of Earthkind

  1. Universal Human Dignity
    All beings born on Earth are equal in dignity and rights.
  2. Freedom of Thought and Expression
    Every person has the right to speak, believe, and express freely without repression.
  3. Access to Knowledge and Education
    Education and truth shall be free, equitable, and protected from distortion or manipulation.
  4. Right to Health and Wellbeing
    All individuals shall have access to physical and mental healthcare, clean air and water, and a healthy environment.
  5. Cultural and Linguistic Identity
    Cultures and languages shall be protected, preserved, and celebrated.
  6. Freedom from Oppression
    No person shall live under tyranny, slavery, systemic cruelty, or unjust surveillance.
  7. Environmental Sanctuary
    The Earth possesses inherent rights; its protection is a sacred and legal obligation.
  8. Digital Autonomy and Privacy
    Every individual shall control their digital identity, data, and presence.
  9. Right to Peace
    All people shall be free from war, violence, and institutionalized hatred.
  10. Freedom from Hunger
    Everyone has the right to safe, sufficient, and nourishing food, provided through equitable and sustainable systems.

🏛️ Article II – The Foundation of Government

  1. Form of Government
    The United Earth shall be a Cosmopolitan Technocratic Democracy—a global, rights-based constitutional order guided by science, equity, and shared human dignity.
  2. Cosmopolitan Identity
    All people shall be recognized as citizens of a shared planetary community.
  3. Democratic Representation
    Governance shall arise through secure, universal elections with population-based and cultural representation.
  4. Technocratic Governance
    Domain experts, appointed transparently and on merit, shall advise the state on complex global systems.
  5. Commitments of State
    The United Earth shall:
    • Prevent war and mediate conflict
    • End systemic poverty, disease, and hunger
    • Guarantee education, healthcare, and digital equity
    • Advance scientific progress, environmental restoration, and interstellar exploration
  6. Separation of Powers and Oversight
    The state shall comprise Executive, Legislative, Judicial, and Scientific branches, monitored independently by the Global Ethics Council.
  7. Scientific Branch of Government
    Comprised of four institutional centers:
    • TerraLab – Natural Sciences Authority
    • LogicVault – Formal Sciences Authority
    • PolisSphere – Social Sciences Authority
    • Innovatrium – Applied Sciences Authority
      These shall advise on law, policy, planetary boundaries, and scientific risk.

🏛️ Article III – Integrity in Leadership and Political Life

  • Leadership must be grounded in truth, transparency, and accountability.
  • Candidates shall adhere to a Truth Index, verified by independent fact-checking.
  • Campaigns shall be publicly financed, with dark money entirely prohibited.
  • All officeholders are required to undergo ethics screening and complete civic education.
  • Voter participation shall be supported through free global voter education programs.

🏛️ Article IV – The World Parliament

Section 1 – Legislative Authority

Legislative power shall reside solely in the bicameral World Parliament.

Section 2 – Dual Chamber Structure

  • Assembly of Peoples
    Elected proportionally by population with a national seat cap
  • Council of Cultures
    Equal representation from humanity’s civilizational and spiritual traditions

Section 3 – Powers and Responsibilities

  • Create a global law
  • Oversee budgets, ministries, and scientific agencies
  • Ratify planetary treaties
  • Enforce this Constitution and its Rights

Section 4 – Checks and Balances Mechanism

  • Both chambers must approve legislation
  • Disputes proceed to mediation, then the Global Judiciary if unresolved

Section 5 – Electoral Integrity and Term Limits

  • Four-year terms
  • Two consecutive terms maximum
  • Elections administered via EarthNet

Section 6 – Rhythm and Accountability Across Chambers

  • Shared legislative calendar and ceremonial cycles
  • Common Code of Ethical Conduct
  • Annual public performance reporting
  • Cross-chamber oversight

Section 7 – Oversight and Ethics Enforcement

The Parliamentary Integrity Tribunal shall govern ethics and conduct across both chambers. (See Article IV-A.)


⚖️ Article IV-A – The Parliamentary Integrity Tribunal

1. Mandate and Authority

An independent body to enforce ethics, investigate misconduct, and ensure accountability in the World Parliament.

2. Composition

Twelve members with expertise in ethics, law, governance, and human rights

  • Nominated by the Global Ethics Council
  • Confirmed by a two-thirds vote in both chambers
  • Serve six-year terms, renewable once, staggered for continuity

3. Powers and Responsibilities

  • Investigate ethical violations
  • Hold hearings and issue rulings
  • Impose sanctions or refer major violations to the judiciary
  • Publish annual ethics reports to EarthNet

4. Due Process and Fairness

All proceedings shall honor impartiality, due process, and the right to defense.

5. Whistleblower Protection and Public Access

  • Protected disclosures via Global Integrity Shield
  • Public complaints are accepted through EarthNet
  • Archive rulings in the Global Ethics Archive

🌐 Article VI – EarthNet: The Civic Infrastructure of United Earth

Section 1 – Purpose and Mission

EarthNet shall serve as the universal digital commons of United Earth. It enables secure, inclusive participation in governance, access to truth, and shared planetary stewardship.

Section 2 – Civic Participation Platform

EarthNet shall:

  • Administer all elections and civic appointments
  • Host The People’s Motion for citizen-led legislation
  • Support multilingual public consultations
  • Ensure universal access regardless of ability or geography

Section 3 – Transparency and Open Data Commons

EarthNet shall host:

  • Parliamentary proceedings and archives
  • Scientific models, budgets, and Earth system data
  • Political accountability dashboards

Section 4 – Education and Civic Empowerment

EarthNet shall serve as an educational commons:

  • Host civic training, debates, and mentorship
  • Promote media literacy and scientific literacy
  • Support democratic skills across generations

Section 5 – Digital Security and Autonomy

  • Citizens retain ownership of their digital identity and data
  • AI tools shall be transparent, audit-ready, and bias-regulated
  • Civic continuity is ensured through global resilience protocols

Section 6 – Governance and Oversight

EarthNet shall be governed by the Digital Civic Trust, with oversight by the Global Ethics Council and Global Judiciary.


🛡️ Section 6-A – The Digital Civic Trust

1. Purpose
Constitutionally mandated to uphold EarthNet’s transparency, ethics, and public trust.

2. Membership

  • 36 members, serving staggered 5-year terms
  • Equal representation from:
    • Citizens (via EarthNet elections)
    • Scientists (via the Scientific Branch)
    • Legal/Ethics scholars (via Global Ethics Council)
    • Technologists (nominated by civic cooperatives)
  • Members must reflect planetary diversity

3. Powers and Duties

  • Design and maintain EarthNet’s protocols
  • Approve or reject civic algorithms
  • Conduct audits and enforce digital governance standards
  • Respond to public grievances and issue digital warrants

4. Transparency and Reporting

  • All sessions shall be streamed and archived
  • Annual Digital Health Report shall be published publicly

5. Civic Review Mechanisms

  • Citizens may launch a Digital Review Motion
  • DCT members may be recalled by a global referendum
